Copernicus Marine Service

The Copernicus Marine Service is the marine component of the European Union’s Copernicus Programme. It provides free, open-access, and science-based information on the state of the Ocean at both global and regional scales. This includes data on the physical Ocean (Blue Ocean), sea ice (White Ocean), and Ocean biogeochemistry (Green Ocean).

Funded by the European Commission and implemented by Mercator Ocean International, the service supports the implementation of EU policies and International legal Commitments related to Ocean Governance. It also aims to meet the growing demand for reliable Ocean knowledge across society, and to foster sustainable development in the Ocean sectors by providing state-of-the-art Ocean data and forecasts.

The Copernicus Marine Service contributes to a wide range of applications, including marine protection, climate change monitoring, pollution tracking, maritime safety, sustainable use of marine resources, and the development of renewable Ocean energy. It is also an asset for scientific research and innovation, and plays a key role in raising public awareness of Ocean-related issues by making complex Ocean information accessible to citizens all around the world.

Copernicus Programme

Copernicus is the Earth observation component of the European Union’s Space programme, looking at our planet and its environment to benefit all European citizens. It offers information services that draw from satellite Earth Observation and in-situ (non-space) data.

The European Commission manages the Programme. It is implemented in partnership with the Member States, the European Space Agency (ESA), the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT), the European Centre for Medium-Range Weather Forecasts (ECMWF), EU Agencies and Mercator Océan, the European Environment Agency (EEA), the Joint Research Center (JRC).

Vast amounts of global data from satellites and ground-based, airborne, and seaborne measurement systems provide information to help service providers, public authorities, and other international organisations improve European citizens' quality of life and beyond. The information services provided are free and openly accessible to users.

Mercator Ocean International

Mercator Ocean International is a world leader in digital oceanography, advancing science, policy, and society through trusted ocean analysis, forecasting, and intelligence. Owned by 10 public research institutions and foundations, we unite top scientific and operational expertise from across Europe and beyond. Headquartered in Toulouse, France, and led by Director-General Pierre Bahurel, our team of 120 experts delivers operational digital descriptions of marine environments worldwide.

As a global ocean prediction centre, we operate under mandates from the European Union and the United Nations. For the EU, we run the Copernicus Marine Service and co-develop the European Digital Twin of the Ocean, while also contributing to international efforts. Through these efforts, we foster collaboration among scientists, policymakers, and civil society. In June 2025, twelve European countries endorsed the creation of the Mercator International Centre for the Ocean at the UN Ocean Conference (UNOC3), marking a major step towards our transformation into an intergovernmental organization.

The Copernicus Programme is the European Union's Earth Observation Programme, looking at our planet and its environment for the ultimate benefit of all European and global citizens.

Copernicus Marine Service

Provides free, open, regular and systematic reference information on the blue (physical), white (sea ice), and green (biogeochemical) ocean state, variability and dynamics across the global ocean and European regional seas.
