Liu Mingchuan

Liu Mingchuan (1836-1895), courtesy name Xingsan, a native of Hefei, Anhui, was the first governor of Taiwan Province.
In 1884, the tenth year of the Emperor Guangxu’s Reign, he was ordered to oversea Taiwan’s military affairs and was appointed as governor, resisting the French invasion of Taiwan and defending the integrity of the national territory.
In the following year, the Qing government established the Taiwan Province, and Liu Mingchuan became its first governor. During his six-year tenure in Taiwan, Liu implemented reforms to comprehensively promote the modernization of Taiwan. He strengthened coastal defense, reformed local administration, reorganized taxation, pacified the locals, built railways, established land telegraphs, laid submarine cables, developed coal mines, established modern enterprises, set up a steamship company, promoted commerce, founded modern schools, advocated modern education, and planned municipal construction.
Liu Mingchuan is regarded as the forerunner for the development of modern capitalism in Taiwan Province. Lian Heng who wrote A Complete History of Taiwan once hailed Liu Mingchuan as “an immortal” whose legacy remained apparent in Taiwan and the world at large.
