Development1<br/><br/>Anhui Provincial Bureau of Statistics    NBS Survey Office in Anhui<br/><br/>March 8, 2017<br/><br/>In 2017, under the leadership of Anhui Provincial Committee of the Communist Party of China and the provincial government, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we have implemented all principles of the 18th and 19th National Congress of the Communist Party of China, upheld the underlying principle of pursuing progress while ensuring stability and proactively practiced the new development philosophy. We have carried out the Action Plan for Innovative, Coordinated, Green, Open and Sharing Development in an all-around way. Pioneering to overcome difficulties and push ahead, we have maintained the stable and sound economic development and social harmony and stability, and taken solid steps in the construction of modern better Anhui with innovative, coordinated, green, open and sharing development.<br/><br/><b>I. General Outloo</b><b>k</b></a><br/><br/></a>By the end of 2017, the total number of registered population in Anhui had reached 70.592 million, increasing by 322 thousand over last year. The number of permanent residents was 62.548 million, an increase of 593 thousand. Urban permanent residents accounted for 53.5 percent, up by 1.5 percentage points over the previous year. The crude birth rate was 14.07 per thousand, up by 1.05 per thousand points; the crude death rate 5.9 per thousand, down by 0.06 per thousand points and the natural growth rate 8.17 per thousand, up by 1.11 per thousand points.<br/><br/><br/><br/>According to preliminary accounting, the gross domestic product (GDP) 2 of the province in 2017 was 2,751.87 billion yuan, up by 8.5 percent over the previous year at comparable price. By different economic sectors, the value added of the primary industry was 261.17 billion yuan, up by 4 percent; that of the secondary industry was 1,348.66 billion yuan, up by 8.6 percent; and that of the tertiary industry was 1,142.04 billion yuan, growing by 9.7 percent. The ratio of the three economic sectors was adjusted from 10.5:48.4:41.1 to 9.5:49.41.5. The industrial value added accounted for 41.8 percent of the GDP. The overall labor productivity3 was 62,975 yuan per capita, increasing by 6,889 yuan per capita over the previous year. The per capita GDP was 44,206 yuan (6,547 US dollars), up by 4,645 yuan.<br/><br/><br/><br/><br/><br/>At the end of 2017, the number of employed people in Anhui was 43.779 million, increasing by 163 thousand over the previous year. Of the total, 13.633 million were employed in the primary sector, down by 202 thousand, 12.595 million in the secondary sector, up by 140 thousand and 17.551 million in the tertiary industry, up by 225 thousand. The number of working staff in urban and rural private enterprises and individual laborers was 12.327 million, up by 1.765 million. New jobs were offered to 682 thousand urban laborers, and 214 thousand for the reemployment. The registered urban unemployment rate was 2.88 percent at the year end, down by 0.32 percentage points over the previous year. The total number of migrant workers across the province was 19.181 million, of which, 14.154 worked out of the province.<br/><br/><br/><br/>The consumer prices in 2017 went up by 1.2 percent over the previous year. The prices for food, tobaccos and liquor decreased by 1.1 percent, and those for retail goods rose by 1.7 percent. The producer prices went down by 1.5 percent and the purchasing prices for manufactured goods went down by 1.6 percent. The prices for investment in fixed assets dropped by 0.8 percent. The producer prices for farm products decreased by 0.6 percent.<br/><br/> II. <b>Agriculture</b><br/><br/>In 2017, the sown area of grain was 6.6425 million hectares, a drop of 2.1 thousand hectares compared with that in 2016; the sown area of oil-bearing crops was 698.3 thousand hectares, a decrease of 32.8 thousand hectares; the sown area of cotton was 147 thousand hectares, a decrease of 36.4 thousand hectares; and the sown area of vegetables was 945.1 thousand hectares, an increase of 24.9 thousand hectares.<br/><br/><br/><br/><br/><br/>The total output of grain in 2017 was 34.76 million tons, an increase of 586 thousand tons, or rising by 1.7 percent over the previous year. Of this total, the output of summer crops was 13.953 million tons, an increase of 76 thousand tons or up by 0.55 percent; that of autumn grain was 19.841 million tons, an increase of 52 thousand tons or growing by 2.69 percent. The output of oil-bearing crops was 2.084 million tons, decreasing by 3 percent and that of cotton was 143 thousand tons, down by 22.7 percent.<br/><br/>At the end of 2017, 14.172 million pigs were registered in the total stocks, down by 3.5 percent over the previous year. 28.289 million pigs were slaughtered, down by 1.6 percent. The total output of meat reached 3.963 million tons, down by 1.6 percent, of which, that of pork, beef and mutton was 2.673 million tons, down by 1.1 percent. The total output of eggs was 1.462 million tons, an increase of 4.8 percent. The production of milk was 319 thousand tons, down by 2.3 percent. The output of aquatic products was 2.4 million tons, up by 1.8 percent.<br/><br/>By the end of 2017, the total power of agricultural machinery had been 63.129 million kilowatts, a drop of 8.1 percent over the previous year. The number of farming tractors was 2.331 million, down by 0.4 percent. The whole year consumption of fertilizer (converted to pure amount) was 3.187 million tons, down by 2.5 percent. Electricity consumption in rural areas amounted to 17.13 billion kilowatts, an increase of 6 percent. The effective irrigation area was 4.4838 million hectares, an increase of 46.3 thousand hectares, and a new increase of 40.2 thousand hectares of water-saving irrigation areas.<br/><br/><b>III. Industry and Construction</b><br/><br/>By the end of 2017, the industrial enterprises above the designated size6 had amounted to 20,449, having a net increase of 1,067 over the previous year. The value added of industrial enterprises above the designated size increased by 9 percent over the previous year, of which, that of the state-owned and state-holding enterprises grew by 9.1 percent, that of the share-holding enterprises went up by 9.1 percent and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan grew by 8.5 percent. In terms of sectors, the value added of the mining industry grew by 0.5 percent, that of manufacturing up 9.5 percent and that of the production and supply of electricity, heat power, gas and water rose by 9.2 percent.<br/><br/><br/><br/>Of the industrial enterprises above designated size, the value added of 34 out of the 40 industries continued to increase. The  value added for manufacture of computers, communication equipment and other electronic equipment was up by 15.1 percent; for ferrous metals mining and dressing down by 10.1 percent; for smelting and pressing of the non-ferrous metals up by 3 percent; for manufacture of automobiles up by 9.8 percent; for manufacture of general purpose machinery up by 9.2 percent; for smelting and pressing of the non-ferrous metals down by 1 percent; for textile, garments and accessories up by 2.3 percent; for manufacture of raw chemical materials and chemical products up by 10.4 percent; for manufacture of non-metallic mineral products up by 6.7 percent; for manufacture of electrical machinery and apparatus up by 13.5 percent; for the production and supply of electricity and heat power up by 9.2 percent; for  processing of food from agricultural and sideline products  up by 4.8 percent; and for coal mining and dressing by 5 percent. The growth of the value added for the major six leading industries was 9.5 percent; that of the manufacturing of equipment was 13.4 percent; high and new technology industries 16.3 percent. The output value of strategic emerging industries grew by 21.4 percent, and the gross output of 24 bases for the concentrated development of strategic emerging industries went up by 23.1 percent.<br/><br/>Among major products of industrial enterprises above the designated size, the output of electricity, crude steel, rolled steel, cement, color TV sets, household washing machines, household refrigerators and room air conditioner grew by 8.8 percent, 5.6 percent, 2.4 percent, 7.3 percent, 34.3 percent, 2.3 percent, 10.4 percent and 21.8 percent respectively; that of coal and automobile dropped by 4.4 percent and 28 percent respectively. Of new products, the output of new energy cars, lithium batteries, industrial robots, and optical fiber increased by 38.5 percent, 129 percent, 33.2 percent and 34.3 percent, while that of SUVs decreased by 15.5.<br/><br/><br/><br/>The profits made by the industrial enterprises above the designated size in 2017 were 228.53 billion yuan, an increase of 19.7 percent. Of this total, the profits of state-holding enterprises were down by 9.2 percent; those of share-holding enterprises up by 22.5 percent; those of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan up by 7.9 percent; those of middle and small-sized enterprises up by 8.8 percent, and those of private enterprises by 10.9 percent. Profits made in fifteen industries, including manufacture of non-metallic mineral products, smelting and pressing of non-ferrous metals, coal mining and dressing,  manufacture of computers, communication equipment and other electronic equipment, manufacture of raw chemical materials and chemical products, manufacture of electrical machinery and equipment, manufacture of special purpose machinery, manufacture of rubber and plastic products, pharmaceutical industry, manufacture of liquor, beverage and refined tea,  manufacture of metal products, manufacture of automobiles,     processing of food from agricultural products, manufacture of general purpose machinery and production and supply of electric power and heat power were all over 5 billion yuan, and their accumulated profits reached 182.93 billion yuan, up by 21.1 percent, and accounting for 80 percent of those made by industrial enterprises above the designated size.<br/><br/>By the end of 2017, the number of construction enterprises qualified for general contracts and specialized contracted had reached 3,216, an increase of 179 over the previous year. The floor space of housing construction was 427.113 million square meters, up by 25.849 million square meters; that of completed housing construction was 149.812 million square meters, up by 3.906 million square meters.<br/><br/><b> IV. Investment in Fixed Assets</b><br/><br/>The total investment in fixed assets7 of the province in 2017 was 2,918.6 billion yuan, up by 11 percent over the previous year on a comparable basis. Of the total investment, the investment in the technical transformation in industry was 735.29 billion yuan, up by 18 percent; that in infrastructure 653.49 billion yuan, up by 24.2 percent; and the private investment 1,923.34 billion yuan, up by 7.1 percent. By regions, the investment in Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation totaled 1,968.94 billion yuan, increasing by 9.5 percent; that in the six cities of northern Anhui was 809.29 billion yuan, up by 15.4 percent. In terms of economic sectors, the investment in the primary sector dropped by 4.6 percent, and that in the secondary sector and the tertiary sector grew by 12 percent and 11percent respectively. By industries, the investment in industry rose by 12.7 percent, of which, that of manufacturing went up by 11.5 percent and that of the manufacture of equipment was up by 13.8 percent. The investment in the major six high energy consuming industries increased by 14.4 percent.<br/><br/><br/><br/><br/><br/>In 2017, the investment in real estate development was 561.25 billion yuan, up by 21.9 percent over the previous year. Sale area of commercial buildings was 92.007 million square meters, up by 8.2 percent; the sales totaled 586.58 billion yuan, up by 16.5 percent. At the end of the year, the floor space of the commercial buildings for sale was 20.213 million square meters, down by 15.8 percent.<br/><br/>A total of 5,516 projects with the investment over 100 billion yuan was scheduled in 2017, and the actual investment reached 1,431.82 billion yuan.2,691 projects were newly started, including the Manufacture Base of Hefei Changxin for 12-inch Wafer Storage, the Core Area of Hefei Quantum Information and Quantum Technology Innovation and Research Institute, Jianghuai-Volkswagen New Energy Vehicle and the Anhui section of Anqing-Jiujiang Passenger Rail Line. The 1,698 projects completed include the first phase of Hefei Whirlpool Industry Park, Gree Precision Casting Factory in Sanshan District of Wuhu, Hefei Metro Line 2, and the Second Yangtze River Highway Bridge of Wuhu.<br/><br/>At the end of 2017, the coal production capacity reached 143.01 million tons. The installed capacity of electricity had been 64.684 million kilowatts, of which, the electricity produced by coal was 47.597 million kilowatts, and that by new energy and renewable energy was 15.34 million kilowatts.<br/><br/><b> V. Domestic Trade</b><br/><br/>In 2017, the total retail sales of consumer goods reached 1,119.26 billion yuan, a growth of 11.9 percent over the previous year, or a real growth of 10 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 900.94 billion yuan, up by 11.7 percent and that in rural areas reached 218.32 billion yuan, up by 13 percent. Grouped by consumption patterns, the retail sales of commodities was 996.74 billion yuan, up by 11.8 percent, and that of catering industry was 122.52 billion yuan, up by 12.6 percent. The online retail sales of 369 enterprises above designated size engaged in online retail business which are taken into account reached 31.4 billion yuan, up by 39.4 percent.<br/><br/><br/><br/>Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth of sales for food, clothing and daily use was 14.4 percent, 9.6 percent and 11.7 percent, that for grain and oil 10.7 percent, for meat, poultry and eggs 12.9 percent, for clothes 10.9 percent, for daily necessities 12.5 percent, for traditional Chinese and western medicines 8.8 percent, for household appliances and audio-video equipment 13.6 percent, for furniture 23.1 percent, for telecommunication equipment 7.9 percent,  for building and decoration materials 9.9 percent, for motor vehicles 7.8 percent and for petroleum and petroleum products 17.1 percent.<br/><br/><b>VI.  Foreign Economic Relations</b><br/><br/>The total import-export volume in 2017 reached 53.64 billion US dollars, up by 20.8 percent over the previous year. Of this total, the value of goods exported was 30.48 billion US dollars, up by 7.2 percent; and the value of goods imported was 23.16 billion US dollars, up by 45 percent. Grouped by export businesses, exports of manufacturing enterprises increased by 8.8 percent, and those of trading enterprises decreased by 8.5 percent. Viewed by export commodities, the export sales of mechanical and electronic products and high &amp; new-tech products rose by 10.1 percent and 27.1 percent respectively.<br/><br/><br/><br/>In 2017, the number of projects with the investment over 100 million yuan by outside investors amounted to 5,482, with the actual paid-in fund this year reaching 1,095.48 billion yuan, up by 10.6 percent over the previous year. The newly established foreign-investment projects were 338, up by 26.6 percent; contracted foreign capital was 9.06 billion US dollars, up by 120.1percent; foreign investment in actual use 15.9 billion US dollars, up by 7.6 percent. At the end of 2017, the number of top 500 foreign enterprises setting up enterprises in Anhui grew by 7, from 73 to 80.<br/><br/>In 2017, the newly–signed contract value of contracted overseas engineering projects was 5.25 billion US dollars, up by 70.8 percent over the previous year; the accomplished business revenue was 3.48 billion US dollars, up by 12.5 percent. The number of labor forces sent abroad was 11,648, up by 16 percent. 75 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 0.93 billion US dollars, down by 25 percent. Among the investment, Anhui investors invested 89.61 million US dollars in countries along the Belt and Road, up by 21.9 percent.<br/><br/><b>VII. Transportation, Post, Telecommunications and Tourism</b><br/><br/>In 2017, the total passenger traffic was 690 million persons, down by 14.8 percent over the previous year, and the freight traffic was 4.03 billion tons, up by 10 percent. The passenger flows were 119.65 billion person-kilometers, down by 3 percent, and the freight flows were 1,141.45 billion ton-kilometers, up by 4.9 percent. The volume of freight handled by ports throughout the year totaled 510 million tons, down by 1.3 percent. The number of passengers handled by civil aviation airports in Anhui was 9.147 million person-times, up by 25.1 percent, of which that handled by Hefei Xinqiao International Airport was 9.147 million person-times, up by 23.7 percent.<br/><br/><br/><br/>The total number of motor vehicles for civilian use had reached 7.161 million by the end of 2017, up by 19.7 percent, of which private-owned vehicles numbered 6.178 million, up 21.7 percent. The total number of cars for civilian use stood at 4.03 million, up 18.2 percent, of which private-owned cars numbered 3.791 million, up by 19.1 percent.<br/><br/>In 2017, the mileage of newly completed expressway, first-class highway and railroad lines in service were 130 km, 318 km and 22.4 km respectively.By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic had reached 4,673 km, 4,151 km and 4,146.8 km respectively, of which that of the high speed railroad lines in service had been 1,379.1 km.<br/><br/>The turnover of telecommunication services8 totaled 83.23 billion yuan in 2017, up by 70.5 percent over the previous year; and that of post services 8.305 billion yuan, up 54 percent. The number of express delivery reached 863 million, and the revenue from express delivery reached 8.957 billion yuan, increasing by 25.3 percent and 26.9 percent over the previous year respectively.<br/><br/>By the end of 2017, local fixed telephone subscribers had numbered 5.514 million, down by 625 thousand, while mobile phone users reached 49.994 million, up by 5.729 million. For every 100 persons, the phone possession (including mobile phones) was 89.6 sets, up by 7.6 sets. There had been 13.237 million internet service users of basic telecom enterprises by the end of 2017, up by 2.486 million users. <br/><br/>The year 2017 saw 5.492 million inbound visitors to Anhui, a year-on-year increase of 13.1 percent, of which, 3.21 million were foreigners, up by 13.4 percent; 2.282 million were Chinese compatriots from Hong Kong, Macao and Taiwan, up by 12.6 percent. The number of domestic tourists totaled 626 million, up by 25.6 percent. The revenue from tourism totaled 619.69 billion yuan, up by 25.6 percent. Of this total, foreign exchange earnings from tourism topped 2.88 billion US Dollars, up by 13.3 percent, and the revenue from domestic tourism totaled 600.24 billion yuan, up by 26 percent. Financial Intermediation</b><br/><br/>The fiscal revenue totaled 485.8 billion yuan in 2017, up by 11.1 percent over the previous year. Of the total, local revenue was 281.2 billion yuan, up by 7.9 percent.
