(apologies if this in the wrong place but thought I would post here as this is technically a mobile network technology).

Not sure if anyone else is interested in this but the existing Emergency Alert system used for decades in Australia has historically relied on a system that sends geographically targeted phone calls and SMS messages from +61444444444. The issue with this system was that it was treated as an ordinary phone number and could be accidentally blocked or muted. In the Brisbane floods they discovered that it only had the capacity to message about 50,000 devices per hour which resulted in many people either getting incredibly delayed warnings (10+ hours) or not receiving anything whatsoever.

The federal government last year went to tender for an SMS-CB system that activates the emergency alert system built into the phone's operating system, the exact same system used in the US, Japan, England and many other countries (you may recall a certain ballistic missile alert in Hawaii). Today the rollout in Australia was officially announced, with the new system to be operational by the end of 2024. The new system will be able to activate emergency alerts on millions of devices within seconds and override mute/silent mode to ensure that everyone receives emergency information instantly. This is a long overdue upgrade to our ancient and unfortunately ineffective existing alert system.

Worth pointing out that the UK has itself only just launched this system as of a couple of weeks ago, with a national test. It has been around in trial form since 2021 or so, following the farce that was 'the COVID text' where it took like a week to tell everyone to stay at home as the carriers were literally sending us all a normal SMS. Despite the UK's decision to keep 2G going into the 2030s, they only implemented CB on 4G and 5G.

The first test was not wholly successful, EE/VF/O2 largely worked fine but Three UK did not. (someone with a rooted phone and the right apps discovered that they weren't repeating the message continuously until the govt cancelled it)

Yeah I actually happened to be reading something about that UK test the other day and wondered how the tender for the Australian system was progressing so it's funny that this happened to get announced a few days later.

I live in Brisbane and I myself never got a lot of the emergency SMS messages during the flooding until hours later, having also lived in bushfire prone areas I know exactly how useless the old alerts are as my phone is on silent 99% of the time so I've definitely missed a lot of warnings in the past.

I think you've hit the nail on the head here, by the sound of it the system will be built by the federal government but operated by the states and territories so I imagine most of the relatively short development time will be development of the frontend system and training for various emergency services. I do wonder if the federal government will keep the ability to also send alerts themselves though, just in case.

CB can work with other operating systems. As the emergency authorities have explained time and time again, it is never a good idea to rely on one technology. Access the agency website if you have internet access via any means, install the emergency alert app for your state, get a analogue AM/FM battery (AA/AAA batteries preferred) powered radio, please

More radio advise:
rechargeable radios are great, but if stored for 10 years before being used, that's not going to help unless the lithium was correctly cycled to around 60% before storage.

Get something with decent reception in case the broadcast infrastructure is damaged and/or running at low power. I would recommend a Sangean DPR-45 (good long range AM, if your local radio is all FM, get the D18/D19 instead), PR-D18 or D19 (the D18 has a mono speaker, the D19 is stereo, other than that they are the same radio and these get superb reception), Sangean SR-35, or a Sony P26/P27, P36, P306 or P506. Just don't pay $110 for a Sony analogue, that's outrageous! (looking at you Amazon) The same radio is under $30 on ebay. You can also pick up Sony's from Kmart, BigW, The Good Guys, Bing Lee, Betta Electrical, whatever you have near you.

A DAB radio is not good in an emergency and it's useless for live sport at the game too (due to the delay in digital broadcasting, up to 30 seconds behind the action). It sucks up the juice no end. It's good if that's all you have, but go analogue if you can. The Sangean DPR-45 is an all-in-one DAB+AM+FM unit.

Completely incorrect: its part of the 3gpp standard and you will find that every device type has the ability to receive these messages: Its also part of most handset manufacturer's testing template for carrier approval. It will most likely now be pushed up priority cue to work equally to the ability of an emergency call.

Not sure where you pulled that figure from, but the platform behind it is capable of doing far greater then that.

But yes, Cell Broadcast will be a massive increase in ability to get the message out, also looks like it's coming under FedGov instead of managed by a state government (EMV), and all other state agencies working via them.

EA will remain for some time after the 2024 launch as "CAP' (Common Alert Protocol) been a thing it will be able to push via the new CB platform itself as the 3 major vendors i am aware of in this space, all support CAP-in and CAP-out – which means less retraining of all state agencies.

No, its just 'enabled by default' in more recent versions of iOS and Android (This is the case for iOS from version 15.6. 1/16.1 on-wards and Android from version 11 onwards.)

But definitely been in their core OS's (Android 8 and iOS 11 onwards top of my head), both platforms have supported it at the OS layer since before 2017, but would only activate if the carrier profiles requested it to be activated.

Recently I've noticed emergency alerts coming through my PC without installing anything to specifically do so, I have also been unable to disable them. I first noticed it when I got a flood warning message, then twice now I've heard the test broadcast, scares the **** out of me every time.
