Eoin Moran



Second Vice-President of the WMO











Eoin Moran was elected Second Vice-President of the World Meteorological Organization (WMO) by the Nineteenth World Meteorological Congress in 2023. His four-year term commenced immediately following the closure of Congress-19. This marks his first term in the role.

Since 2016, Eoin has served as Director of Met Éireann, Ireland’s National Meteorological Service, where he has led Ireland’s engagement with key international meteorological bodies and collaborative networks. His leadership roles have included:

Chair, EUMETSAT Council (2022 – present)

Chair, WMO Technical Coordination Committee (2023-present)

Permanent Representative of Ireland to the WMO (2016 – present)

Member, Ireland’s Climate Change Advisory Council (2021 – present)

Chair, ECMWF Policy Advisory Committee (2019 – 2023)

Chair, EUMETNET Scientific and Technical Advisory Committee (STAC) (2015 – 2019)

At the national level, Eoin has spearheaded several transformative initiatives in Ireland’s meteorological and climate services landscape, including:

Establishment of Ireland’s National Framework for Climate Services (NFCS)

Launch of the Met Éireann Weather and Climate Research Programme

Founding of AIMSIR, the AI Innovation and Research Centre for Meteorological Services at University College Dublin (2025)

Co-founding the United Weather Centres West (UWC-West) high-performance computing and operational NWP partnership with DMI, IMO, and KNMI (2018)

Creation of Ireland’s operational National Flood Forecasting Centre within Met Éireann (2024)

Development of “Ready for Change: Preparing Ireland for Changing Weather and Climate 2024–2034”, Met Éireann’s strategic plan (2024)
