Over a Century of Global Cooperation

In 2026, the International Telecommunication Union (ITU) marks the 120th anniversary of the Radio Regulations — the binding international treaty that contains regulatory provisions and procedures which describe how the administrations from all ITU Member States may exercise rights to use the radio-frequency spectrum in the various frequency bands for the purpose for which they are allocated, and the corresponding obligations.

The Radio Regulations has supported decades of cooperation among Member States, alongside telecommunication industry and academia facilitating the fair and efficient use of radio–frequency spectrum and satellite orbit resources.

The 120th anniversary of the Radio Regulations marks a significant milestone — reflecting one of the ITU’s most enduring foundations for international cooperation.

Today, radiocommunication systems are critical for connectivity, safety services, sustainable development and emerging technologies. As demand grows in both scale and complexity, effective international coordination is more important than ever.

The Radiocommunication Bureau supports Member States in applying the Radio Regulations, including:

Maintaining the Master International Frequency Register

Managing coordination and notification processes

Helping ensure interference-free operation of radiocommunication systems worldwide

Use of radio spectrum for meteorology: weather, climate, water and related environmental applications
Timely warning of natural disasters, accurate climate prediction and the sustainable management of scarce natural resources are essential for economic development. Information on weather, climate, water, environmental conditions and disasters is therefore of critical importance to the global community. Such information largely depends on measurements obtained, transmitted and distributed through radiocommunication systems.

Amateur and amateur-satellite services
This Handbook provides general information about amateur and amateur-satellite services. It also includes a compendium of existing ITU texts of relevance to amateur and amateur-satellite services. This Handbook is intended to present, in one document, information about amateur services for administrations and amateur radio organizations.

The Radio Regulations are revised through World Radiocommunication Conferences (WRCs) and the Union’s preparatory work. This open, consensus-based process helps keep the treaty framework aligned with technological innovation and evolving global needs.

As the next major milestone in the evolution of the Radio Regulations, World Radiocommunication Conference 2027 will bring the global community together to make key decisions on updating the Radio Regulations and shaping the future of the radiocommunication ecosystem worldwide.

Hosted in Shanghai, WRC-27 will help define how spectrum and satellite resources are managed to support innovation, connectivity, and sustainable development for years to come.

Looking ahead, continued cooperation, inclusivity and multilateralism will be essential to keep spectrum and orbit resources accessible and beneficial to all countries — and to ensure that no one is left behind in the digital age.

Appreciation is extended to ITU Member States, Sector Members and all stakeholders for their continued commitment to the work of the Union and the Radiocommunication Sector.
