WMO Public-Private Engagement Workshop

The World Meteorological Organization (WMO) Public-Private Engagement (PPE) Workshop was held from February 10 to 13 2026 at the Japan Meteorological Agency (JMA) Headquarters in Tokyo. This was part of a regional demonstration project titled “Reinforcing the Roles of NMHSs in Promoting PPE through Legislation and Operational Modeling” adopted at the 18th session of RA II (RA II-18) in April 2025.

In the field of meteorological services, the roles of the public and private sectors are currently in a period of rapid change driven by scientific and technological advances, such as AI. In this context, the workshop served as an opportunity to exchange ideas on how the missions of National Meteorological Hydrological Services (NMHSs) can be fulfilled via legislative arrangements to promote public-private engagement.

The workshop was attended by representatives of 20 WMO Members from Regional Association (RA) II (Asia) and V (South-West Pacific), including the Permanent Representatives of Cambodia (Dr. Vannareth Seth) and India (Dr. Mrutyunjay Mohapatra) with WMO, Germany, Switzerland, WMO Secretariat staff and relevant experts.

The workshop aimed to discuss PPE-related issues across the whole value chain of meteorological services and consisted of the featured five key themes related to public-private engagement: (1) Establishment of Observation Networks, (2) Forecast and Warning Services, (3) Dissemination of Official Forecasts and Warnings, (4) Expected Roles of NHMSs in Promoting PPE Activities, and (5) Data Delivery and Data Policy. This included the sharing of information on related practices, challenges and issues via presentations and a preliminary questionnaire survey, and discussions on potential ways to address such challenges and issues based on PPE promotion.

The workshop led to identification of common issues, challenges and good practices in the field. It was noted that legislative arrangements and operating models of NMHSs vary by country, and that there may actually be no-one-size-fits-all solution. However, the outcomes highlighted the critical importance of legislative arrangements and partnerships in ensuring a single authoritative voice for NMHSs, and underlined the benefits to be gained from sharing good practices. Against such a background, JMA maintains its commitment to supporting WMO Members by sharing good practices on PPE activities and associated legislative arrangements via regional demonstration project.
