Description

The number of cars in Yangquan City is less than 1 million, but the average one-way commuting time is 32.7 minutes and the average one-way commuting distance is 6.2 kilometers. The commuting cost exceeds that of Baoding, Ningbo, and other cities with more than 3 million cars, and the arterial roads in the urban area are seriously congested. The high-density city green travel pilot project takes into account the geographical conditions of Yangquan City of “a river flanked by mountains.” Considering the poor site condition, narrow space for reconstruction and expansion, and limited capacity for improvement of urban road traffic, Yangquan City made every effort to build a green and environmentally friendly intelligent transportation system, improve the urban traffic conditions, and create a better cityscape.

According to the overall requirement of developing public transport first, the pilot work is carried out mainly through five major channels based on the reality of high population density and limited development space. The first is to build a medium-capacity bus system like BRT (“skyshuttle”), optimize the urban public transport service network, and construct a diversified public transport system. The second is to promote the construction of an intelligent public transport system and strengthen the intelligent management capabilities of urban traffic. The third is to improve the pedestrian and bicycle transportation system and promote the connection with urban public transportation. The fourth is to implement differentiated traffic management and guide the public to travel in a green way. The fifth is to accelerate the promotion and application of new energy vehicles and improve the equipment of green travel.

Through the implementation of the pilot project, Yangquan City has preliminarily established an eco-friendly, clean and low-carbon, intensive and efficient green travel service system with a reasonable layout. The proportion of green travel has reached 71% and the satisfaction rate of green travel services has reached 82.3%. Urban traffic congestion has been effectively alleviated while the green travel environment and the quality of public transportation services have been significantly improved.

In 2021, Yangquan City was rated as “excellent” in the assessment of the pilot program for building a country with great transport strength. All buses in the urban area realize intelligent travel services like “National Traffic Card Interconnection”. All buses and taxis in the urban area were electric powered and more than 1,800 charging stations were constructed. The update of green equipment has been gradually expanded to public services such as express delivery and environmental sanitation. The proportion of green travel among residents reached 71% and the satisfaction rate of green travel services reached 82.3%.

In January 2023, Linquan County, as the only one in Shanxi Province, was included in the first batch of national exemplary public transportation construction cities during the “14th Five-Year Plan” period.

Achievements such as demonstration projects, standards and regulations, and governance systems that are relatively complete and replicable have been formed, playing a leading role in the demonstration effect.
