《无线电规则》（RR）涵盖世界无线电通信大会（WRC）的各项决定，包括所有附录、决议、建议和引证归并的 ITU-R 建议书。

《程序规则》由无线电规则委员会（RRB）批准，通过澄清现行《无线电规则》（RR）特定条款的应用或确定该现行《规则》可能尚未规定的必要实用程序对该现行《规则》予以补充。
