Shanghai, China: COEW Provides MAZU-Urban Risk Early Warning Services to Members



The Shanghai Centre of Excellence for Early Warning (COEW), a pilot project under CMA’s WMO MAZU framework, was approved at the 18th Plenary Session of WMO Regional Association II (Asia) in April 2025 and integrated into the RA II Implementation Plan. Leveraging Shanghai’s technical capabilities, data resources and risk early warning expertise, COEW has established a MAZU-Urban support platform covering R&D, product delivery, training, and O&M. By the end of 2025, the platform had been piloted in 35 countries and regions worldwide (17 in Africa, 13 in Asia, and 5 in other continents). In 2025, customized versions of MAZU-Urban were deployed in Mongolia and Djibouti.The platform supports the full cycle of multi-hazard monitoring, early warning, data sharing and emergency response, offering out-of-the-box usability. Its model algorithms are continuously refined to meet global disaster characteristics and user needs, enabling scenario-based early warning services worldwide.
